Can no longer set permissions via adb

I have a 14U running the latest xiaomi.eu rom. rooted.
I have USB debugging AND USB debugging (Security Settings) ENABLED

Before installing the rom, I remember I could use ADB to set permissions. Now when I try, I get:
"java.lang.SecurityException: grantRuntimePermission: Neither user 2000 nor current process has android.permission.GRANT_RUNTIME_PERMISSIONS"


It seems like the "USB debugging (Security Settings)" setting isnt working
