Failed to register with Micloud Service

Im Unable to bind my SIM to Micloud,It ask for verification via SMS but it tell unable to send data from data connection.
It been issue for sometime now.I have updated my phone to lastest version.
My phone is MI2
Any suggestion to resolve the issue?
